Modi, Netanyahu hail 'new phase' of India–Israel relations

Over a dozen agreements of cooperation were signed between Tel Aviv and New Delhi, spanning AI, cybersecurity, fintech, and agriculture

Indian Prime Minister Narendra Modi and Israeli Prime Minister Benjamin Netanyahu issued a joint statement in Jerusalem on 26 February, declaring a new phase in bilateral relations.

“We agreed and decided to elevate the Strategic Partnership to a new level – ‘A Special Strategic Partnership for Peace, Innovation & Prosperity,’” the joint statement read.

The leaders described the move as rooted in “mutual aspirations for peace, security, and prosperity through technological innovations and entrepreneurship,” and expressed that Indian and Israeli capabilities “complement each other perfectly.”

They affirmed plans to integrate cooperation across “AI, cybersecurity, semiconductors, quantum computing, biotechnology, agriculture and water management, defense platforms, and space exploration.”

On defense, both referenced the Memorandum of Understanding (MoU) signed on 4 November 2025 and acknowledged “the significant growth made in defense cooperation between their nations, both in scope and scale,” while providing “a vision and a roadmap for future defense cooperation.”

In technology, they welcomed a new initiative on Critical and Emerging Technologies led by their National Security Advisors, stating it would “synergize the individual strengths of both countries in niche technologies.” 

They also signed an MoU on Cooperation in Artificial Intelligence and agreed to “deepen collaboration in this frontier technology.”

Cybersecurity cooperation will include a multi-year strategic program and the establishment of an India-Israel Centre of Excellence in Cybersecurity in India. 

The two sides also endorsed a “Horizon Scanning/Strategic Foresight Mechanism” to identify emerging global trends using data and AI.

On labor mobility, the leaders confirmed that “up to 50,000 additional Indian workers may arrive in Israel within the next five years,” and welcomed new implementation protocols covering commerce, manufacturing, and restaurant sectors.

They “unequivocally and strongly condemned terrorism, in all its forms and manifestations,” and welcomed US President Donald Trump’s “Comprehensive Plan to End the Gaza Conflict.”

The statement further reaffirmed commitment to concluding a Free Trade Agreement, expanding financial integration, and advancing cooperation through initiatives such as I2U2 and the India–Middle East–Europe Economic Corridor (IMEC).

Prior to his meeting with Netanyahu, on his first day visiting Israel, Modi used the Knesset podium to pledge that India stands with Israel “firmly, with full conviction,” praised Israeli “resolve” during its genocide in Gaza, and voiced pride in Indian-origin Jews serving “on the battlefield,” even as Netanyahu faces an International Criminal Court (ICC) arrest warrant and Israel confronts International Court of Justice (ICJ) genocide proceedings.
