Kashmir: The Fight for the High Ground Has Started

Wayne MADSEN

India’s unilateral abrogation of the autonomous status of Kashmir, previously guaranteed by the Indian Constitution, is but a first step toward nations around the world taking steps to seize higher altitude land as global warming and sea-level rise increasingly cascade in intensity. Warming oceans, melting permafrost, glaciers, and ice sheets are rapidly affecting sea levels, especially during high tides.
Around the world, dormant and low intensity rival claims to contested territory in mountainous regions, from the Himalayan Range to the western Golan Heights in the Middle East and the territory of the Kurdistan Regional Government to southern Sakhalin Island, have been spurred on by current and projected rise in sea levels.
Governments are beginning to contemplate the movement of urban populations living at or slightly above sea level to more secure and sustainable higher altitude zones. Nowhere has this been more evident than in the region of Jammu and Kashmir, which sits at the western end of the Himalayan Mountains and for which there are territorial claims by India, Pakistan, China, and a Kashmiri independence movement. India views Kashmir as a future home for climate change refugees from coastal metropolitan areas like Mumbai, Kolkata, Chennai, Ghaziabad, Surat, and Faridabad. Annual monsoon rains are resulting in more intensive flooding in these urban areas.
Other than the political dimensions stemming from Indian Prime Minister Narendra Modi’s abrogation of Article 370 of the Constitution, which granted special autonomous rights to the state of Jammu and Kashmir, the action also scraps the provision that had banned land sales in the state to non-residents of Kashmir. The majority Muslim population of Kashmir now fears that there will be a rush to buy land by wealthy Hindus, especially from Indian cities threatened by increased flooding.
The blitzkrieg swiftness by which Modi altered Jammu and Kashmir’s status from an autonomous state to the bifurcated “union territories” of Jammu and Kashmir and Ladakh has observers on the subcontinent and beyond convinced that a major land grab is now imminent for the western Himalayan region. By executive fiat, Modi ordered additional Indian troops into the former state, supplementing the half-million Indian armed forces personnel already stationed in Kashmir. Indian forces imposed a draconian curfew in Kashmir and all telecommunications, including landlines, were severed with the outside world. Religious pilgrims and tourists were ordered to leave Kashmir immediately with Indian Air Force planes flying many stunned visitors out of the area. More than 500 Kashmiri political and religious leaders, including three former chief ministers of the now-abolished government in Kashmir, were arrested by Indian security forces.
Pakistan suspended the Friendship Express train service with India. In addition, Indian and Pakistani border troops exchanged fire along the volatile border, known as the “Line of Control,” in the Rajouri sector. Pakistan also announced the expulsion of the Indian High Commissioner in Islamabad and a suspension of trade with India.
There are current fears that Modi will next move to abrogate Article 371 of the Constitution and eliminate the special status of the mountainous states of Nagaland, Sikkim, Assam, Manipur, Sikkim, Mizoram, and Arunachal Pradesh in the eastern Himalayas, which would result in the lifting current restrictions on the sale of land to outsiders. The governments of the Himalayan nations of Nepal and Bhutan are increasingly suspicious about the wider territorial ambitions of Modi, a right-wing Hindu nationalist, on the future independence of their countries.
Modi’s actions are generally similar to China’s moves in Tibet and Sinkiang, where there is a policy of populating the regions with ethnic Han Chinese from the densely populated coastal areas of eastern China. The increasing acquisition of land for Han-populated residential areas comes at the expense of Buddhist ethnic Tibetans and Turkic-speaking Muslim Uighurs in Sinkiang.
There is evidence that given the closer ties between India and Israel that Modi’s move on Kashmir was encouraged by Israel. Kashmir has become a favorite destination for Israeli tourists and Israel Defense Force mountain warfare trainees. Moreover, Trump’s recent unilateral recognition of Syria’s Golan Heights and Jerusalem as Israeli sovereign territory sent a clear green light to Modi that, as far as Washington is concerned, he could officially absorb Kashmir into India without raising even an eyebrow in Washington.
What makes matters worse with the land grab for Kashmir is that India is officially laying claim to other parts of Kashmir currently occupied by Pakistan and China. Pakistan controls “Free Jammu and Kashmir, known as “Azad Kashmir,” along with Gilgit-Baltistan. China controls Aksai Chin, which is administered as part of Hotan County in the restive Xinjiang Autonomous Region. Presenting a recipe for disaster, three nuclear-armed nations brandish competing claims to prized high altitude territory that is suitable for the relocation of displaced climate refugees from coastal urban areas. The possibility for the first exchange of nuclear weapons between nuclear-armed states has risen exponentially with Modi’s move. India and Pakistan have fought several large and smaller wars over Kashmir since 1947 and the possibility that another conventional armed skirmish could go nuclear should not be underestimated.
The reaction of Pakistan and China to India’s move has been predictably inflammatory. The Chinese Foreign Ministry reiterated that India’s absorption of Ladakh involves “Chinese land.” Pakistan officially views India’s abrogation of Kashmir’s special status within the Indian Union as “illegal.” Pakistan also stated that it would “exercise all possible options” in reaction to India’s move.
The wars for fresh water supplies and higher altitude territory has commenced. Israel’s absorption of the Golan Heights and its proximity to the fresh water Sea of Galilee is an insurance policy for the eventual resettlement of climate refugees from inundated portions of Tel Aviv and Haifa.
Iraq is reinforcing its sovereignty claims to the mountainous territory currently government by the Kurdistan Regional Government in northern Iraq. Sea level increases are already affecting Basra, which sits along the marshy Shatt al-Arab river. The city is also ready experiencing seawater intrusion into the Shatt al-Arab, which has resulted in unsuitable water for drinking and crops. A shift in the population of the largely Shi’a population of the area northward to mountainous areas is not a question of if but when.
Japan has recently been flexing its muscles over its former territories in the Kurile Islands and South Sakhalin, which are currently part of the Russian Federation. As sea-level increases and parts of TokyoOsaka-Kobe, and other major coastal cities in Japan become uninhabitable, the mountainous areas of what Japan calls its “Northern Territories” will become increasingly coveted, setting the stage for a further increase in tensions in the already volatile northeastern Asia.
Argentina’s and Chile’s shared freshwater-abundant and highly arable Patagonia region is attracting wealthy land purchasers from around the world – including the United States, Israel, France, Italy, Denmark, the United Kingdom, and increasingly, climate change threatened Netherlands and Dubai. This land rush is taking place even as the Patagonian icefields are melting. The joke in Argentina is that the foreigners are buying up what has been described as the extremely remote “end of the world” for the actual “end of the world.” The same is true of an increasingly habitable Greenland, which has recently attracted prospective investors from China.
Wars were once fought over natural resources, ideology, and religion. Today, the old rule book as been superseded. It is now a fight for survival and the countries that conquer the higher altitude regions with livable climates and natural resources will remain after over-populated coastal areas succumb to oceanic deluges.

Bienvenidos PROSUR: a Return to Fascist Oligarchies in South America

Bienvenidos PROSUR: a Return to Fascist Oligarchies in South America
WAYNE MADSEN

With more than a “wink and a nod” from their collegial “caudillo del Norte,” Donald Trump, seven right-wing South American leaders have launched the Forum for the Progress of South America (PROSUR), which aims to eradicate all vestiges of Venezuela’s late president, Hugo Chavez, and Brazil’s wrongfully-imprisoned past president, Inacio Lula da Silva. PROSUR seeks to replace the Union of South American Nations (UNASUR), which was created by Chavez and Lula in 2008 to counteract traditional American hegemonism in Latin America enforced by the neo-colonial Organization of American States (OAS).
Leaders from seven right-wing South American governments – Chile, Brazil, Colombia, Argentina, Paraguay, Ecuador, Peru, and Guyana – recently gathered in Santiago, Chile, under the auspices of billionaire Chilean president Sebastian Pinera, to sign an accord creating PROSUR. One of the goals of the new bloc is to integrate the defense, security, and crime prevention infrastructures of the members. If that sounds like an embryonic recreation of the infamous Operation CONDOR of the 1960s and 70s, it very much has such potential. CONDOR was an alliance of the intelligence and security services of South American military dictatorships, nurtured by the CIA, that is believed to have been responsible for 60,000 murders, 30,000 “disappeared,” 400,000 wrongful imprisonments, and countless acts of torture.
Bolivia and Uruguay, members of UNASUR that support Chavez’s successor, Nicolas Maduro, against the Central Intelligence Agency-groomed and -installed presidential pretender, Juan Guaido, did not join PROSUR, and, instead, elected observer status in the group.
Pinera and Colombia’s right-wing and narco/paramilitary-backed president, Ivan Duque, were the architects behind PROSUR. Seeing a chance to bury the legacies of Chavez and Lula, the two presidents invited all but Maduro’s government to join the pact.
Ecuador, which joined PROSUR, served as the headquarters of UNASUR. In 2014, Ecuadorian President Rafael Correa opened the $65 million headquarters in Quito. Today, with right-wing governments and, as with the cases of Brazil and Colombia, far-right wing governments, taking over most of South America, the UNASUR headquarters sits largely abandoned. Moreno ordered UNASUR to abandon the building and promised to turn it into a university. After UNASUR Secretary General Ernesto Samper left his post in 2017, Argentina, Brazil, Colombia, Chile, Paraguay, and Peru suspended their membership in the bloc, dealing it a fatal blow.
Ecuadorian President Lenin Moreno quickly abandoned his commitment to the ideals of Correa, Lula, and Chavez and embraced the caudillo politics of the right-wing South America presidents. Moreno, whose first name is in honor of Vladimir Lenin, plunged a knife into UNASUR when he said it was the creation of “perverse politicking of the self-styled 21st-century socialists.” After Argentina, Brazil, Colombia, Chile, Paraguay, and Peru withdrew from UNASUR, with the obvious prodding of the Trump administration, the stage was set for creating a new right-wing and pro-US alliance of neo-fascists, grifters, and oligarchs.
Moreno, who served as Correa’s vice president, has abandoned the socialist policies of his predecessor. Moreno not only welcomed US Vice President Mike Pence to Ecuador with open arms but sought the re-opening of the former US intelligence airbase at Manta, which had been closed by Correa in 2009. Moreno’s defense minister announced that what would replace the Manta airbase would be a “Security Cooperation Office.” In 2018, Moreno withdrew Ecuador from one of Chavez’s most-prized creations, the Bolivarian Alliance for the Peoples of Our America (ALBA).
Ironically, Moreno, who bears the first name of the founder of the world’s first Communist nation, reversed many of Correa’s policies aimed at reducing the influence of Ecuador’s oligarchs and banks. Correa, who now lives in exile in Belgium, faces imprisonment in Ecuador in a political jihad launched by Moreno that is not unlike that of the Brazilian right-wing that targeted Lula and his successor, Dilma Rousseff. Present at the inauguration of PROSUR in Santiago was Argentine president Mauricio Macri, the one-time business partner of Donald Trump, who has done everything possible to imprison his predecessor, Cristina Fernández de Kirchner. Now an Argentine senator, Kirchner and her husband, the late President Nestor Kirchner, were partners of Chavez, Lula, and Correa in creating UNASUR.
Uruguyan president Tabaré Vázquez, who sent an observer delegation to PROSUR’s inaugural summit in Chile without joining the group, criticized the new group at a United Nations conference in Buenos Aires. Vázquez said that South America already had regional organizations, including the Common Market of the South (MERCOSUR), the Community of Latin American and Caribbean States (CELADE), and the Latin American Integration Association (ALADI). However, like Moreno of Ecuador, Vázquez criticized the creation of UNASUR, saying, it “had a certain political ideology.”
Presidents Mario Abdo Benitez of Paraguay Martin Vizcarra of Peru have also steered their countries firmly into the right-wing camp. Both presidents joined their colleagues in Santiago for the PROSUR summit.
One surprise leader who signed on to PROSUR in Santiago was David Granger, the president of Guyana. Granger, as a former Brigadier General in the Guyana Defense Force, likely felt at home with individuals like Brazil’s Jair Bolsonaro, a former Brazilian paratrooper whose spoken Brazilian Portuguese reflects that of an uncouth Army veteran combined with a street thug. Granger has made common cause with ExxonMobil to lay claim to oil reserves in Guyana’s Exclusive Economic Zone, which are also claimed by Venezuela. Granger has brandished his right-wing allegiances by ignoring Guyana’s Constitution and postponing a March 19, 2019 required election to 2020. It was the defection of Granger’s coalition government’s parliamentary backbencher, Charrandas Persaud, to the opposition in a no-confidence vote that originally triggered the election. Rather than comply with the Constitution, Granger’s government, accused Persaud of being a US citizen, not eligible to sit in parliament. Persaud also received death threats. Yet, according to the Western corporate media, Guyana is being threatened by an “undemocratic” Maduro government in Venezuela.
Just as PROSUR seeks to eliminate the vestiges of Chavez, Lula, Correa, and Kirchner in South America, there has been an attempt by Washington to also wipe out two other Chavez regional projects, ALBA and the Community of Latin American and Caribbean States (CELAC). Both organizations include Venezuela’s allies in the Caribbean region. Trump recently invited the leaders of five Caribbean nations – Bahamas, Dominican Republic, Haiti, Jamaica, and Saint Lucia – to his Mar-a-Lago billionaires’ club in Palm Beach to seek their commitment to isolate the Maduro government of Venezuela and support the Guaido puppet regime. In order to entice the leaders to sever all financial links with Venezuela, including their participation in the PetroCaribe program that provided them with subsidized Venezuelan gasoline and oil, Trump offered nebulous loan guarantees through the Overseas Private Investment Corporation (OPIC), a Wall Street contrivance with major national debt pitfalls attached.
Trump has a major real estate project in the Dominican Republic. Allen Chastanet, the prime minister of Saint Lucia, is the incoming chairman of the Caribbean Community. He will be expected to wean away from Venezuela its last remaining allies in the organization.
Trump and his team of neocons, including national security adviser John Bolton and Venezuela regime change envoy Elliott Abrams, who was convicted in the Iran-Contra scandal and who benefited from a cover-up bolstered by Attorney General William Barr, will now concentrate their efforts on overthrowing Maduro and subjecting his last remaining allies, Mexico, Nicaragua, Cuba, Bolivia, Uruguay, Antigua and Barbuda, Saint Vincent and the Grenadines, and Grenada to regime change operations.

U.S. threatens Latin America and Caribbean as a Zone of Peace

By Yisell Rodriguez Milan

The current U.S. administration has escalated its intervention in the region during 2018, and recently approved a record “defense” budget of 716 billion dollars for 2019.

More than 76 military bases in Latin America, support for military and judicial coups against Presidents, the attempted assassination of Nicolas Maduro, sanctions and economic blockades are only some of the strategies being implemented by the United States in Latin America and the Caribbean in its attempt to reverse the victories achieved by progressive governments over the last few decades.

The Second Summit of the Community of Latin American and Caribbean States (CELAC) proclaimed the region a Zone of Peace in January 2014, but the U.S. is set on undermining this consensus.

Secretary of State Rex Tillerson toured the region in February this year and Vice President Mike Pence in June, promoting the U.S. agenda.

Now it is Defense Secretary James Mattis has toured Brazil, Argentina, Chile and Colombia, seeking military and diplomatic allies.

Recent events confirm the escalation:

- The president of Bolivia, Evo Morales, recently denounced a "covert invasion" of Latin America with the deployment of a vessel capable of transporting combat helicopters. The excuse: humanitarian aid to Venezuelans living in Colombia.

- The capabilities of the Southern Command, with its network of military bases and the Fourth Fleet, have been strengthened.

- On the cultural front, big capital moves its media, churches, and technological resources, to demobilize youth, promoting the idea that socialism is not viable and social justice not the state’s responsibility.

- In official statements by the Trump administration, the Monroe Doctrine is proudly presented as more relevant than ever.

- The United States continues to promote non-governmental initiatives, aggressive media campaigns, and cooperation between judicial powers and Washington-controlled organizations, to carry out a targeted, brutal war against the left in the region.

These strategies are in line with "regime change" schemes, which claim millions of victims around the world and promote violence, war, humanitarian crises, and instability, at any cost.

The United States Is The Only Remaining Colonial Power

By Paul Craig Roberts

July 30, 2018 "Information Clearing House-  The United States government has never allowed independent governments in Latin America. Every time people elect a government that represents them instead of US economic interests, Washington overthrows the elected government. Marine General Smedley Butler told us this as have many others. There is no doubt about it.

Currently Washington is trying to overthrow the governments of Venezuela and Nicaragua and has bought off the Ecuadorian government with oil purchases and the usual personal bribes. Evo Morales government in Bolivia is also targeted by Washington. The Obama regime succeeded in removing the reform governments in Honduras, Argentina, and Brazil.

Reform governments in Latin America, except for Castro’s Cuba, always leave themselves set-up to be overthrown. They foolishly or impotently permit Washington’s agents, such as the National Endowment for Democracy, the US Agency for International Development, and various so-called NGOs, whose purpose is to maintain Washington’s control and overthrow every government that escapes control, to organize and fund opposition groups and media that work hand-in-hand with Washington to reinstall a Washington-compliant government.

As Marx, Lenin, Mao, and Pol Pot understood, you cannot overthrow an oppressor class if you leave them unmolested. Whether from weakness or stupidity, Latin American reform governments always leave the electorally defeated oppressor class and its economic and media power unmolested. When Washington reinstalls the oppressor class, the same tolerance is never shown to the overthrown reformers who usually pay with their lives.

All Latin American reform efforts have made the foolish mistake of leaving the oppressor class with their newspapers and their traitorous connections to Washington in place, including the government of President Ortega in Nicaragua. One would think that Ortega would know better.

Washington has been trying to get rid of Ortega and the Sandinistas since the Reagan administration. His government has survived the latest Washington-led coup attempt, but Washington is pouring more money into the effort. Read Kevin Zeese’s report here: http://www.informationclearinghouse.info/49933.htm

Hugo Chavez made the same mistake in Venezuela, and his successor has repeated the mistake. The post-Castro Cuban government is now also falling into the trap of becoming an American vassal as it was under Fulgencio Batista.

The Monroe Doctrine has always been glorified in US textbooks as warning European colonialists away from Latin America. The Americans intended it for themselves and succeeded in keeping Latin America as a colony. The Organization of American States has always been in Washington’s pocket and remains there today. Latin America accepts its colonized existence and does not come to the aid of those democratic governments that Washington targets for overthrow. Latin America is impotent, because its leaders are paid off, blackmailed, or threatened by Washington.

Washington has pretended forever to be the great friend and protector of democracy, but every time an independent government comes into existence in Latin America, Washington overthrows it.

In 2015 President Barack Obama, America’s first Black President and “great friend of the oppressed,” citing “the unusual and extraordinary threat to the national security and foreign policy of the United States posed by Venezuela,” signed an executive order and imposed sanctions. Obama’s excuse was the Washington-incited violence that led to the arrest of some of those committing acts of violence.

Washington quickly termed the criminals Washington had incited “political prisoners” and called for “dialogue” instead of “silencing critics with arrests.” Washington declared the arrests of those committing acts of violence to be “human rights violations by the Venezuelan government.”http://www.msnbc.com/msnbc/obama-declares-venezuela-national-security-threat-imposes-sanctions

In other words, the Venezuelan government was violating Washington’s human rights to overthrow the Venezuelan government.

The presstitutes reported this with a straight face.
A government that has no shame whatsoever in telling the most transparent lies while actively trying to overthrow a democratically elected government is a government that deserves universal condemnation. Yet the world is too well paid off or scared to open its mouth.
