What the Saudi leaks tell us

An interview with Julian Assange.

Since June 2015 WikiLeaks has been releasing details of leaked cables and other documents that come from within the Saudi Foreign Office. They provide an insight into the internal workings of the secretive regime, its fears, and its strategies for spreading its influence abroad. More than 230,000 leaked Saudi documents have been published by WikiLeaks; a batch of 60,000 more cables and 50,000 pager messages was released last November.
Here are some things the leaks show us, according to Assange:

1 A paranoid ruling elite

‘What comes across from the cables is a small cloistered, intellectually isolated ruling elite with a paranoid worldview.
‘The cables make it clear that this is a small ruling elite with weak institutions such that a power structure can be taken over by other elements in that elite very quickly and instruments of state can be subordinated according to the will of the leadership.
‘The Saudi cables are internal conversation of a Saudi ministry at very high levels and mid-levels from which you can distil observations of the internal culture. The observation that I distil is that to keep the coherence of the internal culture you need an external threat,
and the one that is most natural for Saudi Arabia to pick is Iran. Yes, there are genuine reasons for rivalry in the region, but they are inflated in the internal culture in order to keep it coherent and unified. ’

2 Moves to destabilize Syria prior to uprising*

‘There is one high-level Saudi cable offering Saudi strategy in relation to Syria. The concluding paragraph says that the Assad regime will never forgive Saudi Arabia for what it has done to Syria. Because the Assad regime is “brutal and belligerent” it will always be after revenge. As a result it is a threat to the national security of Saudi Arabia.
‘One cable from the Saudi foreign ministry speaks about a confidential agreement [in 2012] between Saudi, Qatar and Turkey in relation to intervention [to topple the Syrian government].
‘In a US cable we published from 10 years ago William Roebuck, the US ambassador to Syria, outlines a smörgåsbord of proposals for destroying the Assad government. It included trying to make it paranoid so that it overreacts and believes that its military forces are engaged in a coup against it; trying to make Sunni Syrians paranoid about Iran and Iranian-backed Shi’a wanting to convert Sunnis; and that it [the US] was going to try and work with Saudi and Egypt to increase these sectarian divisions. ’

3 Using religion

‘One cable talks about the necessity of having the Saudi supreme religious leader say something to back up the government position. It’s not written as “I wonder if he would do it” but rather: “Tell him to do it”. What comes through the cables is that religion is a tool of the state. It’s clear that Saudi Arabia sees Wahhabi Islam and Sunnis as fertile ground for state interest.
‘The Saudi cables show that Wahhabism is a tool of Saudi Arabia as a regional hegemon that it tries to deploy not only in its own region but worldwide. It sees Sunnis as a potential source of converts to Wahhabism, or something close to Wahhabism. It sees Shi’a communities as places where it has no traction, but Iran has. ’

4 Terrified of Iran and Shi’a influence

‘The Saudi regime is exquisitely paranoid in relation to Shi’a influence. There are indications that they are terrified of Iran but there’s no evidence of something they should be terrified of.
‘The battle with Iran they perceive to be a fight against Shi’a Islam. The Shi’a population is quite small globally. But Saudi Arabia is trying to check the growth of Shi’a Islam and reduce its influence.’

5 How to bribe foreign media

‘The cables show that Saudi embassies bribe Sunni or Arab media in foreign countries to take control of the discourse in relation to Saudi Arabia and its interests. They do this through direct investment: for example, by buying up a million dollar shares in a Lebanese TV station or establishing relations with journalists; buying up thousands of subscriptions to Arabic language magazines in order to tilt their coverage. It’s a clever trick because they don’t need any existing relationship or any intermediary. The Saudi foreign ministry just buys thousands of subscriptions, up to half the total in some cases. If they like what they write, they buy more; if not, they nose it down a bit to give the right signal.’

6 The Saudi-Israel nexus and the West

‘There has been a Saudi-Israeli nexus in the Middle East for at least 10 years. It comes through [in] the US cables we published and to a lesser extent in the Saudi cables. Saudi considers Syria a mechanism of Iranian influence; Israel is occupying the Golan Heights which is part of Syria.
‘But the US relationship to the Israeli-Saudi nexus is changing. The smart US strategists, including the head of the CIA, are of the view that Saudi and Israel are getting in the way of broader US strategic interests.
‘We published some of CIA director John Brennan’s emails from back in 2008-09, when he was security advisor for Obama. Brennan says that the US should engage with Iran. The US being so adversarial with Iran has reduced its influence in the region; the Israeli-Saudi nexus is cramping its operations.
‘The US has not been as mindful of Saudi wishes as before. That has increased Saudi paranoia; it does not feel it has the unqualified backing of the US in the way it had. Europe takes its cues from US policy.
‘I would not take [this shift away from Saudi] too far: the US and British arms industries are major recipients of Saudi money as are banks, and the British property market.’

7 Dodgy deals for UN votes

‘There is some interesting traffic in relation to deals done for UN votes that reveals that the UK did a vote-swap with Saudi to get Saudi onto the Human Rights Council.
The offer to the UK from Saudi included $100,000 to the section of the FCO [Foreign & Commonwealth Office] that deals with who should be elected to the human rights council. It’s there in the cables, for “the campaigning expense that the FCO will need” to make sure that Saudi is elected to the HR council. Saudi ended up with the support of over 100 countries, so between bribes and vote-swapping that’s what it gets. There are a number of cables on how Saudi manages the UN and payments going to officials, dressed up as “assistance to your programme”. ’

Julian Assange has been detained in Britain for five years, unable to leave his place of refuge in the Ecuadorian embassy without risk of being arrested and extradited to the US, which wants to try him for espionage. He is also unable to receive the hospital treatment he needs. ‘It’s tough,’ he comments. ‘But a super-max [prison] in the US would also be tough and I would not be able to work there.’ He adds: ‘Saudi has started a high-level criminal investigation into the cable release; it plans to put anyone distributing them in prison for 20 years. So we joke that we are much better off accepting extradition to Saudi Arabia because it’s only 20 years, whereas the US is gunning for over half a century...’
In 2014 Assange and his lawyer filed a case in the UN for unlawful and arbitrary detention, under international law and the covenants Britain has signed up to. In February this year the UN Working Group on Arbitrary Detention ruled in his favour.

Desert storm engulfs Bani Saud

By Tahir Mustafa

The desert is harsh and unforgiving. Those caught in it have little chance of survival unless they have proper provisions: water, food and a sense of direction.
The Bani Saud clan that has ruled the Arabian Peninsula since being installed in power by the British in 1925–1926, are beginning to see the desert storm gather around them but they seem to have little clue as to how to escape its devastating consequences. People of the desert, Bani Saud have gone soft spending their lives in air-conditioned palaces consuming large quantities of alcohol together with gorging enormous amounts of food. Not surprisingly, one can hardly find a single member of the clan without a huge protruding belly, the direct result of over-stuffing.
To be fair to them, other Arabian rulers are little better but the problem with Bani Saud is that they display behavioral traits that are hastening the end of their miserable existence. They are extremely arrogant, treacherous, lazy, and completely incompetent. Add to that their barbarism and one can see why their shelf life is coming to an end.
One does not have to dig too deep into history to find evidence for their completely insane policies. Where others would exercise caution, Bani Saud plunge headlong into problems. Take Yemen; for a year now, the Saudis have been bombing the poorest country in the region. Apart from killing thousands of innocent civilians, destroying the country’s infrastructure and causing a humanitarian disaster, they have achieved little in terms of their objectives.
The Saudi army is made up of rank amateurs that cannot even tie their shoelaces properly, much less fire a gun straight. Like the 10 million workforce they have hired from such poor countries as Pakistan, India, Sri Lanka, Bangladesh, and the Philippines, they think they can hire mercenaries to do the fighting for them as well. But Bani Saud are finding it a tough sell. Their traditional sources — Pakistan, Egypt, et al. — have balked at providing troops in what they perceive as the Yemeni quagmire. Bani Saud are now stuck there. They have had to rely on mercenaries from Sudan, Senegal, and even Colombia and Argentina in South America (actually the UAE has hired these mercenaries) to fight for them in Yemen. Blackwater mercenaries fled from West Ta’iz last month after coming under relentless attacks from the lightly armed but highly motivated Ansarallah fighters.
The Ansarallah revolutionary fighters of Yemen have given a good account of their skills and not only killed many Saudi and Emirati troops but also captured or destroyed several Saudi military bases near the border with Yemen. The Ansarallah have also captured military equipment from fleeing Saudi soldiers. If Yemen has been a colossal failure of Saudi policy — actually that of Muhammad bin Salman, the Kingdom’s defence minister and deputy crown prince but in reality the de facto king because his 80-year-old father, Salman is virtually incapacitated suffering from dementia and other ailments — Syria has been an even greater disaster. To be fair, the father and son duo inherited the Syrian mess from previous King Abdullah but there is nothing to prevent Bani Saud from stopping these wars instead of continuing to dig themselves deeper into the hole.
For nearly five years, Bani Saud and their court preachers have indoctrinated, financed and then unleashed takfiri terrorist monsters on Syria. The mercenaries have been recruited from Saudi Arabia, Chechnya, Pakistan, Egypt, Algeria, Morocco, Tunisia, and also many European countries where disgruntled Muslim youth — men and women — have been lured into the takfiri web in Syria from which there is no escape.
The aim was to overthrow the government of Bashar al-Asad and replace it with a takfiri-salafi state aligned with Saudi Arabia. The takfiri project has also had the support of regimes in Washington, Tel Aviv, Ankara, and Doha. This grand conspiracy against al-Asad’s government has been frustrated with help from Hizbullah, Islamic Iran, and Russia. Realizing their failure in overthrowing it militarily, the US has opted for diplomacy and negotiations but the aim of regime change has not been amended. The imperialists and their allies continue to harp on the mantra, “Asad must go.” They are even blaming Russia for backing al-Asad and, therefore, prolonging the conflict in Syria as if al-Asad’s departure would satisfy the head-choppers and organ-eaters, and bring peace to Syria.
At one level, the imperialist-Zionist project has been successful: Syria as a state has been rendered ineffective. This was one of the major aims of the Zionists and their neocon allies in Washington: “to secure the realm” (meaning Zionist Israel) as spelled out in the Project for the New American Century document (1997). In an interview with CNN’s Fareed Zakaria in Davos on January 21, 2016, Israeli Prime Minister Benjamin Netanyahu alluded to this when he said the best option for Syria would be “benign Balkanization.”
Bani Isra’il and Bani Saud are on the same page in Syria and their secret alliance has now exploded into the open. They both want to destroy Syria, failing that, to weaken it so much that it would not be able to offer much help to the resistance front comprising Hizbullah, Iran, Iraq, and the Palestinian resistance groups.
The Saudis have always used their checkbook to achieve their nefarious designs. This has been their favorite mode of operation both at home and abroad. Of late, however, this option has been severely constrained. This is again the result of their ill-conceived policies, such as flooding the market with oil to hurt Russia and Iran. While the two countries have been somewhat affected, the impact of falling oil prices has been much more significant on the Saudi economy. It is dependent on oil for 90% of its revenues. With its war on Yemen costing $6 billion/month (Bruce Reidel: Al-Monitor, December 28, 2015), the Saudis have had to dip into their reserves. The 2016 budget has a deficit of $98 billion and the International Monetary Fund (IMF) estimates that Saudi reserves would be wiped out in five years.
Low oil prices have also affected Bani Saud allies such as the United Arab Emirates (UAE), Kuwait, and Qatar. They have complained that their economies are being hurt as a result of policies formulated in Riyadh in which they have little input, much less control.
It is, however, at the domestic front that Bani Saud now face a serious challenge. Their contradictions have caught up with them. The December 28, 2015 decision by the Saudi cabinet chaired by the ailing King Salman (but in reality presided by his upstart son Muhammad) to impose new fees on numerous services and the lifting of subsidies on other goods, notably petroleum derivatives, caused panic among the people. The following day, there were long line-ups at gas stations — something unheard of in the medieval Kingdom — because the price of gasoline was to go up by 40% on January 1.
Saudi Finance Minister Ibrahim al-Assaf caused further grief when he told Al-Hayat newspaper on December 29, “Saudi Arabia will gradually apply a value-added tax of 5% as of the beginning of 2016.” Bin Salman (BS for short) is the one making all the decisions whether related to foreign, military, political, or economic policy. He has already made a mess of things in Yemen and his half-baked proposal for a military alliance of 34 countries to fight terrorism, quickly turned into a joke when a number of countries supposedly in the alliance expressed surprise at being included. Others, notably Algeria, Iraq, Iran, Afghanistan, and Oman were pointedly kept out, the first four most intimately involved in fighting terrorism.
Bin Salman was cagey in his interview with the Economist on January 4 denying that any taxes had been imposed, other than the 5% value-added tax on accessories, soft drinks, and cigarettes. When the Economist persisted, asking whether more taxes can be imposed without increasing the people’s representation in the decision-making process (there is none at present) Bin Salman responded in a manner revealing how detached he is from reality. “Again, one thing is not related to the other. This is not a decision from the government against the people.” The government, he claimed, represents the people and does not make decisions about reforms without conducting “workshops” that include a variety of citizens.
How does the government or the ruling Bani Saud family represent the people? Have the people ever been given an opportunity to express their views on any matter, much less one of choosing the ruler? After ‘Abd al-‘Aziz ibn Saud, power has passed from one of his sons to the next in line. The people have no say in this at all. Further, there is no input from the people on any policy matters. In 2009, when a group of academics requested — yes requested — then Interior Minister Nayef ibn ‘Abd al-‘Aziz to establish a committee to oversee human rights violations, they were all promptly arrested and most of them are still in prison. There are in fact nearly 40,000 political prisoners in the desert Kingdom, most held on such charges as asking for respect for basic human rights and dignity.
But what are these “workshops” that Bin Salman was talking about: are they some kind of teaching sessions in which people are treated as students and told what to think? Who is invited to these “workshops” and who decides whether a person should be invited or barred? His “royal highness” did not provide any answers. Perhaps he has never heard of the expression: no taxation without representation.
Hitherto, this was the case in the desert Kingdom. The regime did not impose any taxes because there was plenty of money earned from oil sales. People’s loyalty could be bought. Saudi citizens went to school and then university, all expenses paid, at the end of which a job waited for them. If and when they went to the office, they would drink endless cups of coffee served to them by foreign expatriates — Indians, Pakistanis, Filipinos, etc. — and the Saudis would simply collect a paycheck at the end of the month.
With this arrangement, Bani Saud felt they could get away with it since people did not pay any taxes. Instead, their financial needs were taken care of. Those in need and able to get through the elaborate ring of security erected around the king’s court, could petition the “merciful and benevolent” king for some bakhsheesh. The ones who made it to the inner sanctum were never turned away empty-handed even if the courtiers demanded sycophantic rants from supplicants before they were thrown some crumbs.
This is no longer the case. The coffers are running dry. Dissatisfaction is rising and people are no longer willing to put up with decisions in whose formulation or implementation they have had no input but whose consequences they must suffer. People are no longer willing to accept that power and wisdom flow from the loins of Bani Saud alone.

Wahhabism Is Power-Worship

By Izeth Hussain

I want to argue in this article that Wahhabism is not as generally thought an atavistic movement designed to take Islam back to the middle ages in reaction to modernity but a movement meant to cope with modernity, and that its strategy for that purpose is to transform Islam into an ideology of power-worship. My thinking on this subject has in its background the fact that I read some decades ago in a great novel by Montherlant, something to the effect that the typical modern man, bereft of the dimension of the transcendental, has two legs one of which is a drive for money and the other a drive for power, the two legs on which the terrible fellow stomps along wreaking the unparalleled destruction that the world has witnessed since the beginning of the First World War in 1914.
But first of all I must clear up some confusions. I concluded my last article on a case for extirpating Wahabism by stating that the crucial question that has to be addressed is whether or not it is the IS, not Saudi Arabia, that practices Wahhabism in its full authentic form. I wrote further that that question can be resolved only by establishing whether or not characteristic IS practices, such as sex slavery, have their warrant in what Wahhab actually preached. If not, there would be a case for extirpating just the IS but not Wahabism itself. If, on the contrary, the IS is the full-blown authentic manifestation of Wahhabism the case for the international community persuading Saudi Arabia to abandon Wahhabism becomes, I think, unanswerable. It is pertinent to recall that in 2013 the EU officially declared that Wahhabism was the greatest source of international terrorism. We can safely assume that that declaration was backed by studies made by scholars and specialists. Therefore there was a case for the EU to persuade Saudi Arabia to abandon Wahhabism.
WahhabismHowever, Muslims who have been influenced by Wahhabism in Sri Lanka and elsewhere will give no weight at all to what the EU says. For that matter they give no weight at all to what the scholars of orthodox Islam have to say. What the latter have to say is more or less along the following lines. The Wahabis and their clones are utterly unscrupulous in finding substantiation for their tenets in the Koran and the hadiths and the Sunna. When it suits their purposes they read Koranic texts literally, ignoring the contexts that give full meaning to those texts. They are capable of perverse misreading of texts. They are given to using hadiths of very doubtful authenticity that are not included in the six canonical books of the hadiths. And so on. Consequently it can hardly be expected that finding warrant for IS tenets and practices in what Wahhab preached will lead to any useful conclusion. The Wahabis and their clones believe what they want to believe and they use texts towards that end.
The best strategy to move towards an extirpation of Wahhabism could be a three-pronged one: firstly, show that at the very core of Wahhabism there is nonsense and everything that flows from that core is nonsensical; secondly, that extreme violence and terrorism are of the essence of Wahabism; thirdly, that Wahabism is an unIslamic ideology of power under which the mass of the Muslims will become robotic power worshipers. In addition it will help if it can be shown that some Western forces have been behind the spread of Wahhabism right from the inception and right down to the IS.
I have already shown in earlier articles that at the very core of Wahhabism – the charge of saint worship and polytheism – there is nonsense. What flows from it, such as the sacking of Kerbela in 1801 including the massacre of 5,000 innocent men, women, and children, is also nonsense, moronic, brutal, subhuman nonsense, – and that’s at the core of Wahhabism and all its clones. I will now substantiate the point that extreme violence and terrorism are of the very essence of Wahhabism. Wahhab agreed to the stoning to death of an adulteress. According to Natana de Longbas, presently one of the foremost apologist s for Wahhabism, he did so very reluctantly because the woman was obviously mentally deranged: she repeatedly committed adultery and spoke about it openly. In her lengthy defense of Wahhab’s crime that I have read de Longbas fails to mention that Wahhab did not use the unanswerable argument that the Koran itself prescribes no more than 80 lashes as punishment for adultery and that he could not allow a Koranic provision to be overridden by a hadith of very doubtful authenticity. Nor does she mention that Wahhab failed to use the argument that stoning to death for adultery was very rarely put into practice in the long centuries since the death of the Prophet. I believe that during the many centuries of the Ottoman Empire, which prided itself on the strict observance of the sharia, stoning to death for adultery took place only once. The episode suggests that sadistic brutality was part of Wahhab’s personality. I have also brought out the disingenuousness that is at the core of Wahhabi apologetics, on which I remarked earlier in this article.
As for terrorism, it was there at the very inception of Wahhabism. Terrorism in its essence includes the indiscriminate killing of non-combatant innocents. It is said that Wahhab himself led the first Wahhabi terroristic attack, which was on the tomb of the brother of Caliph Omar who died a martyr’s death. That was followed by terrorist attacks on Najd villages in which Wahhab participated, it is said with the axe as his favorite weapon. The tradition of terrorism inaugurated by him had its first full flowering in the Kerbela massacre of 1801 and it continues to this day. The Saudis have been projecting a sanitized image of Wahhabism according to which its terrorism is an aberration, whereas the trut is that Wahhabism can always be expected to morph into terrorism. That is an important part of the case for the international community to persuade Saudi Arabia to abandon its championship of Wahhabism.
I come now to the question of Wahhabism as an ideology of power worship. In recent days more than one of my readers has sent me the text of a June 2015 article by Catherine Shakdam in which she argues that Wahhabism is not an atavastic throwback but a modernizing movement and compares it to movements in which mass massacres have occurred: the French Revolution in which well over a thousand were guillotined, and the mass massacres under Stalin, Mao, and Pol Pot. Others too, such as John Gray the philosopher, have argued a similar case after the Paris bombings. In support of that view I will point out that Wahhabism is not comparable to movements of religious reform and renewal through a return to the roots. Lutheranism led to nationalism, Calvinism led to capitalism, both led to a reinvigoration of Catholicism through the counter-Reformation, and Methodism and the chapel cults of Britain led to socialism. The Buddhist and Hindu reform movements of the late nineteenth century can be seen in a positive light, and so can the Islamic reform movement inspired by Jamaldin al-Afghani. But I can’t see anything positive in Wahhabism. In its latest manifestation, the IS, it is just a grisly, gory, savage horror. There is much more to be said on Wahhabism as power worship. I will conclude this article by recalling Yeats’ great prophetic poem which concluded, “What rough beast slouches towards Bethlehem to be born?”. The IS rough beast wants to slouch towards Mecca to be born.
