Strategic Council Online - Interview: A researcher on Afghanistan affairs, criticizing the weak role and performance of the United Nations regarding Afghanistan, emphasized: The difference of views, heterogeneous and different performances of countries regarding Afghanistan, along with the weak role of the United Nations, have completed the cycle of failure and in this situation, with the increasing risk of isolation of the Taliban, their leadership is gaining more power.
Seyed Abbas Hosseini, in an interview with the website of the Strategic Council on Foreign Relations, referred to the negotiations held at the Doha meeting with the presence of representatives of some countries and the United Nations, intending to examine the establishment of interaction with the Afghan government regarding fundamental issues, noted: Concerning the orientation and agenda of the Doha meeting, there are vague points that have not made its outcome clear.
He added: Some diplomatic sources in Qatar had told the media that Ms. “Amina Mohammad,” the Deputy Secretary General of the United Nations, should not have presented the main instructions of the meeting, but with the disclosure of the main instructions of the meeting, which was to take the first steps for the recognition of the Taliban, negative feedbacks and widespread media protests of the political opponents of the Taliban intensified and affected the order, the United Nations withdrew from it, and positions were quickly announced that denied the decision for the recognition.
The expert on Afghanistan affairs pointed to the rivalry of the Arab countries of the region regarding Afghanistan and said: Qatar was hosting a meeting in Doha, which was sidelined with the presentation of the draft of a new resolution by the UAE to the Security Council on Afghanistan. Although some countries could veto this resolution, it was finally approved.
Saying that there are serious questions about what topics were discussed behind closed doors at the Doha meeting, Hosseini continued: Finally, the UN Secretary-General speaking at a press conference, while emphasizing the necessity of interaction with the Taliban, informed about the continuation of the work of the UN representative offices in Afghanistan. This decision was announced while the latest deadline of those offices in the past days for the return of female employees to their offices had expired. Of course, they announced they would not leave Afghanistan and would continue their activities.
He continued: It seems that this meeting was only a place to express the concerns of the special representatives of different countries about the situation in Afghanistan, which we witnessed in Samarkand, and help to create a solution to overcome the impasse or start intra-Afghan negotiations.
According to the analyst of Afghanistan affairs, despite all the hue and cry created, the Doha meeting did not have a straightforward achievement. It failed to reach a new framework and program, while the meeting could have been like the “Bonn I” conference with the central role of the United Nations to bring together world powers, influential countries, and conflicting factions and become a different meeting. Therefore, as much as we do not see unity and a common approach among the political opponents of the Taliban, there are severe and widespread differences of opinion among the neighboring countries, the region, and the international community, despite proposing similar positions and this issue has caused the current deadlock in Afghanistan issues.
Emphasizing that in this situation, the issue of Afghanistan is out of the priority of the countries’ foreign policy and has become a secondary and regular issue, he stated: This difference of views and heterogeneous and different functions, along with the weak role of the United Nations, has completed the cycle of failure, and practically the countries, about the approach of the Taliban, are waiting for a new development to make a decision based on it! It seems that the countries have only come to the belief that to prevent war, it is necessary to interact with the Taliban somehow and leave the way open.
Saying that in the face of all such uncertainties, failures, and differences of views, the Taliban is becoming more coherent day by day, he added: There are several signs of consolidation of the leadership of the Taliban, and this has strengthened the power of the Taliban, it has caused them not to retreat from their basic positions and follow the limits of their actions with more strength. Such conditions have prevented a solution from being formed for the flexibility of the two sides, and even the Taliban have concluded that they will not withdraw from their positions until they take a fundamental concession from the international community.
The expert on international affairs emphasized that no matter how far the Taliban is isolated, the more extreme movements and groups of the Taliban will find more room in it, and the more moderate movements will be marginalized, noting: For this reason, the group that negotiated for years; created this association for the public opinion of the world that the Taliban have changed and want to provide different governance, but now that team has practically gone to the sidelines. They may negotiate well, but ultimately, the decision of the Taliban leadership is different, and will continue to increase the restrictions by resolutely continuing their positions.
Hosseini considered the isolation of Afghanistan and the failure to find a new and moderate solution to the crisis to be very destructive and added: A vicious circle has been created between the Taliban government and the international community, none of them are willing to back down. The Taliban, who had taken some positive practical steps at first when did not receive a proper response from the international community, gradually turned to confrontation and used the pressures and restrictions on society to get concessions from the West and different countries.
Saying that this vicious cycle should be broken and a practical, timed, and step-by-step action should be started to witness the formation of intra-Afghan negotiations and the creation of a new constitution, he added: Unfortunately, now in the conditions of differences of views among different countries and movement of political opponents, along with the weak role of the UN and its non-charismatic and inactive representative, we are witnessing the formation of a vicious circle in which none of the parties is willing to correct its positions.
Hosseini emphasized: The current situation will lead to the isolation of Afghanistan, and this isolation of the Taliban, if not measured, can lead to war, instability, and unrest and move toward a severe and more profound crisis.
