In an interview with the website of the Strategic Council on Foreign Relations, Dr. Hamed Vafaei, referred to the 20th Congress of the Communist Party of China, in which the main and alternate members of the Central Political Bureau of the Communist Party were elected for a five-year period and stated: The congress summed up the actions of the past five years, reviewed, analyzed and announced the country’s and the party’s macro-orientations to move forward, examined the dimensions of the “diligent goals for the development of the country” and determined future operational areas for the implementation of the programs that the party will put into operation in the country over the next five years.
Saying that after the reforms in the Chinese constitution, for the first time Xi Jinping was able to become the leader three times in the history of the country, he added: The declared central core also had some changes compared to the second five years of the presence of Mr. Xi Jinping, the main one being the change of the prime minister. The introduced people are mostly very close to “Xi Jinping” in terms of intellectual and political orientations, which shows that a special focus has been established at the top of the leadership pyramid and the party cadres of China for the next five years, and we will probably see more decisive decisions from the party in the future.
The analyst of China affairs called ideological issues, internal affairs and international issues as the three axes that were considered in Xi Jinping’s speeches during the Congress session, and while explaining the ideas of the Chinese leader regarding the Chineseization of Marxism and said: “Chinese socialism” has cast a shadow over all the affairs of politicians and China’s politics, and if we want to regulate a close relationship with that country, we must have a careful study of Chinese socialism.
Saying that the emphasis of the Chinese authorities on the concept of the “new era” in their words indicates the changes of that country in the past decade as well as in the future, he continued: The Chinese leader in the Congress session, in the field of internal affairs, while reviewing the five-year plans in the past, addressed the issue of “decisive protection of social stability”. The issue of “huge reforms” in the past decade and brilliant achievements in that field was also taken into consideration. In addition to describing the “new development model”, it was emphasized that the construction within the framework of this new model should be accelerated, which shows that the Chinese have purposeful plans for the expansion of their economic relations for the coming years.
He listed “high-quality and excellent development” in various fields, including aerospace, environment, science and technology, and nuclear, as being among other objectives of the Chinese Communist Party, and stating that in the past decade, China has sought high-quality development added: The strategy of “development through science and technology” was emphasized in the Party Congress and it was stated that China will continue to put implementation of the strategy of development through science and technology and education strongly on its agenda.
The university professor listed strengthening of modernization of manpower and equipment as other programs that the Chinese Communist Party is interested in order not to suffer from the problem of eroding infrastructure like in the United States, and added: The concept of “democracy development”, which was taken into consideration in Xi Jinping’s words, is different from what Western countries consider and seek to implement indigenous democracy.
Saying that the Chinese leader emphasized on “paying attention to the law”, “cultural self-reliance and concentration of China’s cultural position in the world”, Vafaei added: One of the specifications of Xi Jinping’s leadership is to pay attention to cultural issues, partly dating back to the current challenges with the West. In addition, in his remarks, the Chinese leader also discussed “promoting green development and coexistence of humans and the nature”, over which they have taken significant measures in recent years. Meanwhile, the Chinese leader also pointed to the “increase in prosperity and quality of life of the people” that has evidently occurred in recent years and also emphasized that by successfully advancing the diligent goals of the first centenary, they seek to achieve the comprehensive realization of modernization in the form of Chinese socialism and to put the objectives of the second centenary on the agenda.
He pointed to the emphasis on “national security and its resolute protection” and “seriousness in updating military capabilities” as being among the issues that Xi Jinping paid attention to in his speech in the Congress and noted: The Chinese leader, while paying attention to the issue of “diligent centenary goals”, pointed out that in the implementation of the creation of a powerful and liberating army, this army should become one of the high-level and powerful armies of the world, and new fields should be taken in the field of modernization of the defense forces. It seems that in this regard, China will continue to increase its military budget.
The expert on China affairs said: The issue of “one country, two systems” was emphasized in those words. China is very satisfied with the implementation of this policy regarding Hong Kong and Macao and hopes to be able to apply it regarding Taiwan as well. Of course, he did not explicitly mention the issue of Taiwan, but it is clear that those words were addressed to Taiwan, and it was said that “the objective of uniting the motherland must continue and be pursued”.
Vafaei stated that the Chinese leader emphasized that three things, “stability, improvement and completion of the structure of a country, two systems” should be taken into consideration in order to integrate Taiwan into the main and motherland, adding: The idea of a “single body of human destiny” proposed by him a few years ago was also re-considered at the meeting, which is one of the key words of today’s leaders of China, and countries that want more relations with China should further study.
He said paying attention to the two initiatives of “global security” and “global development” was among other topics of the Congress and noted: Xi Jinping emphasized that the world is facing unprecedented challenges and the future destiny must be realized with the participation of all countries collectively. He listed rapid development and stable social stability as two “miracles” that occurred with the implementation of the reform and open door policy in China and said “China’s open doors will become more open”.
The university professor, emphasizing that the analyzes regarding the possibility of sharp reactions against increasing pressure on China are speculations of Western media and that interests of the West and the United States in the occurrence of any kind of conflict and challenge is in relation to China, continued: Although the possibility of China being faced with foreign forces fire kindling in its vicinity will become more serious; Xi Jinping considers the goal of qualitative development and does not want any kind of confrontation in this framework. The United States tends to throw China into the trap that has entrapped Russia, but considering China’s capabilities and power, the surrounding countries do not seek such tension and conflict.
Referring to the strong positions of some Taiwanese officials and the statement of the prime minister’s office of that country after the meeting of the Chinese Congress that they will not give up their right to sovereignty and democracy, Vafaei said: Much of those positions are influenced by internal rivalries and diplomatic rhetoric, and any military conflict with Taiwan seems far-fetched. However, the U.S. is seeking to fan the flame in the region by selling weapons extensively to Taiwan.
